No, Kotlin is from the category of JVM languages ​​(Java, Scala). You can write a full-fledged application on anything, it all depends on the requirements. If you need to make cross-platform - look towards React Native / Flutter. If you need only for android - of course, Kotlin is your choice. You can also make cross-platforms in Kotlin (Kotlin Multiplatform). But it's in alpha and bullshit to be honest :)
