On Android without root, in the general case, it will not be possible to implement this. That is, theoretically, you can write something, but the solution will not be massive and will work very differently on different devices.

You can of course, even without root. I installed a parental control program for my child, I bought it here . I put everything without root, though without it there is no recording of VKontakte, Viber and other messengers. But sms and conversations are no problem.
