Is it possible to VOD with adaptive bitrate switching on nginx-rtmp?

It is necessary to implement VOD with adaptive bitrate switching. Now I'm considering ngin-rtmp , but I can't figure out if adaptive quality switching is possible there.
Tell me if this is possible on nginx-rtmp , if yes, then give a link to the manual, article or description.
If not, what options are available for free?
UPD: I need video on demand, not broadcasting a stream or a separate file.

As far as I remember, nginx supports SMIL. The syntax is quite simple, the XML file lists files of different bitrates. This is how we do it in Nimble Streamer .
