Is it possible to use the google maps API on the intranet (corporate portal)?

There is a task - to choose an engine for mapping to the internal portal (corp.) The system is naturally closed, there is no public access to it, so the Yandex API was dropped at the last moment due to restrictions in the license agreement, here is one of the reasons:

2.3.2. The Service can be used by the User only within the framework of sites available for free open use by an unlimited number of persons. The Service cannot be used for projects that require payment or otherwise restrict third parties' access to them. The need to register is not considered a restriction of access under this paragraph.

I studied the google API - to be honest, I did not find a clear answer. Whether it is possible or necessary Google maps API for work, everything is somehow blurry. Perhaps I looked badly ... a huge request to help in resolving this issue !!!
Perhaps you will advise other options - 2gis, openstreetmap (since 2009 it seems that it has not been updated much)

In the end, I managed to figure it out on my own.
All of them are paid, if we are talking about using them on closed projects, such as an intranet portal. As a result, we decided not to use map engines for our task, the techies suggested using JQuery vector map plugins, of which there are many, but our task is generally simple.
