Is it possible to use Skrill in Ukraine?

Hi all.
Once again I am faced with the problem of withdrawing euros or dollars from abroad. Tired of the high prices for Swift and WesterUnion services. And so I found (as I hope the service) that can solve my problem - Scrill.
I connected a Privat card for the euro. Though with an error but verified it. Judging by the help on the site, the cost of withdrawing money to my card is about 3 euros.
This is what is worrying.
Maybe someone has already used this system? If yes, please clarify this issue. What are the pros and cons of this system and is it even possible to use it in Ukraine?
