Is it possible to use images of football players (102x102px) in my own project?

Hello. We are making a site for fans of football statistics. There are a lot of profiles of football players and there is no reason to fill in the two of us. Content filling was partially hung up on users, but with subsequent moderation by us. There are photos of football players in the profiles 102x102 px (compressed by the uploader, not opening, in a round frame). There are, in fact, three questions:

1) Will we be responsible for a possibly copyrighted photo uploaded by users to the profiles of football players, but subsequently moderated by us (during moderation, we still would not like to sit and check each photo for a license)?

2) Or maybe 102x102 size is not subject to violations by Getty Images, Reuters, and so on? (out of the corner of my ear I heard that less than 150x150 close their eyes)

3) Is there a free-licensed football player avatars repository other than wikimedia? We ourselves will fill in from Wikimedia, but users can pull it from any source. Although they can be understood, because even photos of the top scorer of the Russian season, Artem Dziuba, are not easy to find under a Creative Commons license.

And a bonus question:

I would like to know how the process of detecting the use of copyrighted material is going on: removal deadlines, threatening letters, fines, or what else? Well, how can you get around all this (legally)?
