Is it possible to use a device based on Android / iOS OS as an external GPS receiver, which in turn would give NMEA clients via bluetooth?

I would say that it will receive GPS and transmit over Wi-Fi. Yes, there is such a thing.
You write first the reception of the GPS signal. Then you write the server application on (let's say port 4444). On the client phone, you write an application that will request coordinates (through port 4444).
