How to receive data from a GPS tracker on a web server under Windows?

I searched for a long time, but found only one single article on the entire Internet, about how to receive data from a GPS tracker and redirect them to a PHP script: slava.uma.ru/?a=page&id=142
The problem is that it was written for the program xinetd, which works only under Linux, but I need to deploy data reception on windows.

What is your problem? GPS data is no different from any other data. Throw out the words GPS from your question for Google.
