Is it possible to upload your file to cdn?

Hello.
I downloaded one file with scripts and I do not want to include it in the project structure. Instead I want to load it from cdn. So there are 2 questions:

1. Can I upload my file to cdn and what is needed for this?
   
2. What cdn do you recommend? (I want the idea for this one - https://cdnjs.com/)

Yes, but everyone has their own requirements.
The one you specified:

For the new library request issue, please make sure it's not a personal project, we have a basic requirement for the popularity, like 200 stars on GitHub or 800 downloads/month on npm registry.
The new library must have at least one officially accessible repository and open source license.
