Is it possible to unlock the app on google play?

They posted the application, it was blocked because it turned out that there is a similar icon and name. Now I can’t create a new one with the same package and I can’t make changes to that

In my case, I had to file an appeal with Google Play, where I explained that I was not violating any rules (and argued). Within 48 hours they responded and unblocked.
