Is it possible to transfer audio from PC to Android?

There is a phone on android 10, there is a laptop with ubuntu 18. You need to somehow send sound from the computer to the phone, and already from the phone to Bluetooth headphones. Since in the near future there is no way to purchase either wired headphones or an adapter for a computer

The task from the title is solved simply - streaming via DLNA. Google the program "Stream what you hear" on the computer.
On the phone, it is suitable for "receiving" VLC.
But it will be all with a delay, and notable.
