I used to do this for myself a long time ago and everything works fine for me, now I decided to buy myself a new laptop, is it possible to somehow transfer the license but a new laptop?

I will say right away that I do not pretend to be the ultimate truth, I will tell you how I did it and I did it!
I took the first laptop on which licensed windows 10 is installed, logged in under a Microsoft account, went to the activation section, I got a message there something like "Windows is activated and has a digital license. The license is linked to your Microsoft account."
Next, I downloaded and installed the official windows 10 image on the second laptop, logged in with a Microsoft account. I went to the settings, the activation section. I wrote there that the problem with the activation. Run the Activation Troubleshooter. He offered me the option that my computer was under repair and I changed the motherboard. I chose it, it found my old computer, I chose it and that's it, my license was transferred from the old one to the new one!
I assume that there was a real Windows license on my computer, otherwise Microsoft would have shaved off this option.

If you updated to 10 for the promotion that has already ended, then this one cannot be transferred exactly. They themselves trumpeted about it at all corners.
You can clone the disk with Acronis and boot with a new Windows on a new computer, select "hard reset" at boot and install from scratch. I did this, but not on a new computer, but simply changed the disk. The key is attached to the Microsoft account, and it is saved.
