I want to help habrausers with answers as soon as they ask a question containing a keyword (for example, the name of the framework). Is there any way I can keep track of such issues (in a tracker, RSS, or some other way) without going to the q&a feed every day?

On Habré there are rss feeds on search pages, you can subscribe to search results for a specific keyword.
