Is it possible to swap hard disk partitions?

The computer has two systems installed: Ubuntu and Windows 10. You need to expand the Ubuntu home partition. To do this, I separated 30 GB from the main Windows 10 partition through the MiniTool Partition Wizard, and tried to expand the Ubuntu partition through Gparted, booting from LiveUSB. But this cannot be done, because between the freed space and the /home partition there is another 16 MB partition, which
is of the GPT (Reserved Partition) type.

Is it possible to somehow change this small section with the selected section in some places?

You just need to move (Resize/Move operation) the 16 MB partition to the end of the unallocated 27.76 GB space. Then the free space will appear in front of the 16MB partition. Then the 39.06 GB partition can be expanded to this volume.
The operation is carried out at your own peril and risk! Failure of the operation may result in data loss!
