Is it possible to specify different countries for beta testing and release on Google Play?

How to distinguish between countries in the Google Play Developer Console to whom a game / application is available in the form of a beta version (by link) and in the form of a release?
I want to make it so that the release would be released only in one specific country (for example, in Canada), but at the same time in Russia it would be possible to distribute a link to beta testers who could download this game / application to their smartphone.
Is it real at all?
