Is there any way to send them out on behalf of the community? (reply to all messages)

This would be possible if you collected all user IDs (exactly digital, for example: 107832372, that is, the link would be: vk.com/id107832372) and placed them in the database, after which, using the API, you could send messages to all users, that are in the database.
Either not using the API, but through the mailing application, then you can upload your file with the ID there.
But in any case, you need user IDs, because there is no API method to get users that have the "unread message" tag.
If you do not have all the user IDs to which you want to send a message, then this will not be possible.
And by the way, if you do a mailing without the user's consent, that is, if he did not agree to receive messages from the community, then you can get a community block for this, since these are violations of the VK rules.
