Through TaskScheduler - create a task to enable (or disable) Defender when the desired user logs in

You can try to slow down through the task scheduler when user "X" logs in and to start the service when "Y" logs in - but the user and "X" and "Y" must have the rights to do so. Although it will most likely be problematic to do so.
