Is it possible to somehow make an external hard drive work only in USB 2.0 mode?

I have an external HDD, in theory it can work via USB 3.0 and 2.0, but for some reason it stopped working in 3.0, and only if you connect it via 2.0 does it start working. On my laptop, I have only 3.0 ports, is it possible to somehow make the hard one work in 2.0 only mode? Or can one of the ports on the laptop be made to work only in 2.0 mode?
