Is it possible to somehow blacklist the authors of questions on the toaster?
I periodically look through the feed of questions, recently I often notice a situation that the same users post a number of almost identical questions that are searched for on the first Google link, it’s not interesting to answer them, to read too, is there any way to block the display of questions specific users? A cursory search on the possibilities did not give any results, maybe I did not notice the button.

You can complain about questions, they will either be deleted altogether for a gross violation (for example, spam) or sent to the pace. In fact, after several identical questions sent to spam, such authors most often stop asking them.
Once I wrote to technical support with a proposal of a slightly different kind, but in this case it might be more suitable. So that the community can distribute awards and anti-awards to the authors of questions, such as: I don’t respond to answers, I was banned in Google, etc. Naturally, with the ability to provide both disabling awards and a filter for them. But it's likely to be quite labor intensive.
