Why did the "Mark as solved" buttons appear in other people's questions?

Showed up today, yesterday they were gone. In other people's issues, including those that have a solution. Is this some new functionality or just a glitch?

I suspect that this is for questions on which the TS are hammered, having received a decision. As a result, the answer has a lot of likes and everything is correct, but the solution is not marked. Apparently, so that someone other than TC-s could celebrate.
upd: But whether everyone has such an opportunity or not is not clear.
