Soldering together lithium cells is allowed only if they are equipped with thin plates attached to the cell by spot welding. Cells like 18650 and similar can either be spot welded with nickel plates or mounted in holders with spring loaded contacts.
Soldering of such cells is categorically unacceptable, since it creates local overheating, leading to degradation of the cell or its destruction, including during soldering.
If we are talking about connecting only 3 batteries out of 5 to the protection board - no, you can’t.
