Yandex map API 2.1: Is it possible to slip a balloon under the marker, on the right? I did not find information for 2.1.

Yes, you can, we set two properties for the marker

According to the help , ballon has zindex 700 , places - 400 and in different paynes, so you need to move the marker to the ballon payne and set zindex .
