Is it possible to set up a home web server with a gray ip?

Please tell me:
Is it possible to raise a home web server if the provider has a gray ip?
And if possible, isn't it easier to buy an additional service 'white ip' than to arrange dances with a tambourine? (price of white ip 100 rubles/month)

Notes: web server visible from the outside; do not offer hosting, the goal is to do it yourself.

I always choose the answer-Solution, thanks in advance.

there are options with port forwarding from an external server with a white IP, through vpn, tunnels and all that.
but the hemorrhoids with them will be much more than one can of beer per month ... and you will also have to pay for the server,
so take a white or dynamic ip and you will be happy.
