Is it possible to set read permissions in Windows without copying?

Comrades, welcome, such an interesting question has surfaced.
Is it possible in Windows to give permissions to a directory or network resource so that a file from it can be read/modified, but not copied? 100% sure that standard means in the form of NTFS ACL is not possible. Well, except for the Googled perversion with setting certain ACLs, but as a result, the file becomes invisible in Explorer and you have to work through a shortcut, which is not very convenient for a large number of files.
Can you name any solution using third party software?

I saw this only in document management systems, in the general case in Digital Asset Management systems. I myself worked with Canto about ten years ago - it did not allow drawings to be saved, but it gave to look at the screen.

Make access via RDP (without clipboard) - it takes longer to recognize screenshots than to copy a file.
