The scheme for accessing CRM entities in Bitrix24 can formally be extended, but only through crutches (that is, only in the boxed version). And although the developers have released the "observers" field for some entities, this does not solve all cases.
As an alternative, you can try to do the following:
- Add group users depending on the custom field to observers
- Try manually adding users to separate rights extension tables on change events.
Both options are not convenient, and the second is also not easy to implement and operate.
