Is it possible to set a limit on cpu per user in windows?

At least make sure that one core out of 8 is available to the user. Windows is apparently either 2008 p2 or seven.

Yes you can: CPU rate limits in Windows Server 2008 R2 and Windows 7 .
In short, you need to find out the user's SID (for example, S-1-5-82-3006700770-424185619-1745488364-794895919-4004696415), then open or create a registry branch HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Quota System\ S-1-5-82-3006700770-424185619-1745488364-794895919-4004696415 (i.e. HKLM\SYSTEM\CurrentControlSet\Control\Session Manager\Quota System\%User_SID%), and in it create a DWORD parameter CpuRateLimit that specifies , by what percentage the user can load the processor.

Windows System Resource Manager. In 2008 it is out of the box, it is enough to activate the component. You can set a limit for both processor time and cores
