Hello!
Please advise, is it possible to set up raspberry_pi + 3g_modem(static_ip) as a standalone server.
Will it be possible to create an ssh connection with such a server.

Are you sure that the operator gives you a white IP on a mobile SIM card?
99.9% there will be a cruel nat and it will not work to connect as a server, only if the RPI itself does not connect to something as a client.

there are no special differences from the usual Linux machine. look towards ddns.
