Existing players do not need to offer. If they play the game, they will see your game on the mob in their games, or by accepting the notification (suggest) on the mob they will launch the mobile version (as long as you have only the web version of the game, notifications from the game are not shown on the mob).
Regarding promotion - it is better to separate it into a separate question.
