Please tell me, is it possible to send to the server of the tracking program, knowing the address and port, imei of the device, false coordinates, when the device is turned off? The device is a smartphone on android, it has a program gps tracker. If so, please advise who can help?

yes it is possible. Knowing the interaction protocol, you can turn off the phone and turn on another program to emulate the protocol.
You can put a special program in androyd that emulates GPS coordinates for other programs, and then these programs will transmit incorrect GPS coordinates.

Но надо понимать, что все трекеры работают по своим протоколам и нужно выбрать именно свой, иначе может быть понятно, что используется эмулятор.
