Is it possible to send an application to add an online store again after Yandex.Market refuses?

We added a store to Yandex.Market, uploaded the price list and sent it for review.
There was a quality check - a call to the specified number and an attempt to order by the Yandex inspectors. We agreed to call back within an hour, but 10 minutes before the specified time, the phone of the inspector became unavailable.
After that, the application in the Market was canceled without explanation:

We are forced to inform you that the refusal to place your store on the Ya.Market is final.
Yandex reserves the right to refuse placement without explanation. Additional comments from our side will also not be provided.

I'm somewhat surprised, to say the least.
How can I add a store to the Market now?
Dispute a denial?
Or is it easier to register another Yandex account and send the application again? However, our store is probably saved in their database. Is there a place to change the domain? Or in their database is saved and jur. infa?

When the final challenge is useless. Yes, with a high probability, changing the domain will not help, there was a story on Habré how a person was checked, checked, made test orders, but they were never taken to the market either.
