Is it possible to say that this competitor with a high degree of probability winds up behavioral factors?
I collected 71 search phrases from the wordstat on the topic of fire extinguishing installation, used the coolakov free clustering service with a threshold of 3, received 19 groups (groups containing two or more queries: 14, containing 1 query: 5). The first 4 groups are the most numerous (contain 11-5 phrases) and with the most interesting and frequent queries.
This ooosbg competitor is the only one that got into all these 4 clusters with a single page. The page itself is unremarkable, with 88% spamming (according to data from text.ru) and apart from a primitive table with a price list for the list of works, it contains nothing. Site ICS 60.
Does this competitor strongly look like a cheat of behavioral factors, or is this format of a commercial page with a spammed price list an optimal factor for better ranking for Yandex?

Yandex doesn’t know anything about your clusters, it’s just that this site ranks high for a hundred factors, it often happens that it happened historically
