Is it possible to run Docker if the laptop does not support virtualization?

I have windows 10 pro, the hardware is not super modern, is there any way to run docker or do I need to change the hardware? And on Linux it will work, although this option is less preferable, I still want to work under Windows.

On Linux, docker does not use virtualization, only namespaces/cgroups. On Windows - alas ...
I also advise you to make sure that virtualization is really not directly supported, and not just turned off in the BIOS settings, as often happens.
