Is it possible to return positions in the search if the domain was relaunched after it was disabled?

Hello, the domain was not renewed, the site was in high positions.
After the domain was bought a few months later, the positions were still holding,
after buying it again ... they began to fly out of the search engine.
And there is a new site, but they wanted to recreate the pages all by analogy.
Does this indicate that when the domain is active again, Google began to update?
Is it possible to return excluded pages that are displayed in the google console?

if you turn it off (or disable the index there) and turn it on, it will recover in 2-6 weeks,
but if
consider it as a new site, only external links from the old one, and then ...
