There is such a need - to give a certain user the ability to manage only user accounts in a certain group and send letters to users from this group.
If everything is simple with management, then with the mailing it turns out to be interesting - not only can I send letters to everyone who is registered on the site, I can also pull out the email addresses of everyone who is registered on the site.
Here also there was a question - whether it is possible to restrict the user so that he could see only certain groups in this window?
