Can a SQL Azure backup be restored to MS SQL 2008 WebEdition R2 or to some other version of MS SQL Server?

At the moment, there is no easy way.
If the backup is received in bacpak format, it is possible only through the special utility DacImportExportCli (see here sqldacexamples.codeplex.com/wikipage?title=Import%20Export%20Client%20Side%20Tools )
These are samples of how to use the DAC framework - another new format for backups and schemes.
Perhaps there are commercial (with a trial) utilities, from RedGate, for example, that can do this. But here for the details in Google
