There was an interesting repository on Github https://github.com/LkSky/Liliko-Chat/, but recently, the author deleted it. Is it possible to recover this data? Maybe there is a service that monitors and stores this data for some time?

When deleting a public repository, its forks remain: "Deleting a private repo will delete all forks of the repo. Deleting a public repo will not." That is, you need to look for users who forked.
As for services that duplicate all Github's public repositories, I don't think there are any.
