Is it possible to restore a domain controller with only the SYSVOL folder?

Windows server 2012 r2 was on a RAID-0 array, after an unsuccessful transfer of disks to another motherboard, it was barely possible to restore the necessary files. There are no Active Directory backups. Is it possible to restore a domain with all windows server files after extracting them to a separate disk using a data recovery program?

unlikely. if there was not one more domain controller in a network that is not present. when installing from scratch, the CD will receive a new SSID and the old data will not be relevant.
you can save dns, the old registry and extract a list of shared folders from it, a list of printers, maybe something else
