Is it possible to remap hotkeys for a call?

Please tell me, is it possible/how to reassign hotkeys (F12\Ctrl + Shift + J) to call the developer panel in Chrome?

If you have a Mac, then everything is much simpler:
System Preferences→Keyboard→Shortcuts
