Is it possible to reinstall Ubuntu without removing the grub bootloader?

Good afternoon!
I have two systems installed on my computer: Windows and Ubuntu
I recently uninstalled Ubuntu due to some problems with it, but the remnants of the grub bootloader remained
On startup, it displays: minimal bash-like editing is supported
Is it possible to reinstall Ubuntu without removing the bootloader and will it hurt is it Windows?

The algorithm of your actions is strange and incomprehensible.
If you wanted to reinstall Ubuntu, then why did you have to remove it and then reinstall it ?!
They would just boot from the Ubuntu installation flash, start the installation process, select the Manual markup and just check the Format on ext4 partitions where Ubuntu was and that's it!
And so, you can install, nothing will hurt, everything will fall as usual.
Just for the future, please note that you do not need to remove it separately if you want to reinstall.
All this can be done during the installation process by Formatting Partitions.
