Can. Only storing files there is not desirable, since google can block such accounts at any time.

Google knows perfectly well which accounts are created through a proxy on a historically empty 'workplace', and may require identification via a mobile phone.
Google also has vast experience in identifying users sitting behind a proxy, its scripts identify the machine and user well. If the proxy is third-party, then it is immediately clear that from this ip they often perform any incoherent game that does not look like the typical work of an ordinary person.

How do I know that the account is blocked? I seem to have a couple of accounts just ceased to exist.
