Is it possible to recover null files from /dev LINUX folder?

From the server on ubuntu from the folder / dev with crooked hands deleted all files with zero size.
The server starts but can't connect to it. The console is only accessible through the VDS host.
Is it possible to recover these files somehow? Maybe download similar files from a similar server? Only through what?
Deleted via WinSCP using the del key.

the /dev folder is virtual. this "folder" shows the devices that are plugged into the "mother" of the computer.
more precisely, it provides access to devices in the form of virtual files.
all files in it are created when the system boots.
