I would like to get by with modems and not buy an expensive SIM server

If each modem from fifty sends SMS every 5 seconds, then they will get 864 thousand SMS per day. It is not entirely clear what such a large-scale, except for sms-spam, can be done on so many modems.
If the occupation is legal, then in such cases it is customary to conclude agreements with companies providing sms-gateway services, or directly with a mobile operator.

Physically connect through active USB hubs. I resolved through Linux and asterisk. But there is some software for such cases. Forgot what it's called. If you need details, then knock on Skype.
