Is it possible to raise the VPN server behind the ISP's NAT with a gray IP?

Network topology:
[PC(server) ip192.168.xx.xx]--[Router WAN.IP10.83.xx.xx]--[provider switch]--[NAT IP213.21.xx.xx]
Question:
is it possible to create a vpn server with a combination of programs and services like openVPN, no-ip.com, which would give access to the local network 192.168.xx.xx?

Data on the external IP (213.22.хх.хх) was received by the 2ip.ru service, while it writes that the network does not have a proxy, and the computer name indicates "79.33.21.213.my_provider.ru"
Data on the IP router (10.83.xx.xx) are taken from the parameters specified in the contract with the provider. Previously, there was a static ip on the local network, now in the settings (from the instructions on the site) you need to set auto-retrieval of data. At the same time, a function appeared on the same site: a free fixed ip for the local network and is connected by default.
Data on the IP of the computer: (192.168.xx.xx) in the router, this ip is hard-wired to this PC by mac-address.
PS services for checking open ports through the browser say that all ports are closed, but Skype and other work well. (except torrents and other p2p).
PPS identification from the provider, as I understand it from the mac-address. When I called those support, I was vaguely told to read about the DMZ, but that doesn't seem right...

I have exactly the same situation. I know only one option for implementing your plan:
1) get a server with a white IP (inexpensive VPS)
2) install an OpenVPN server on it
3) install OpenVPN on your computer
4) configure traffic routing between 192.168.xxx and the VPN subnet
