Is it possible to put the RAM with a higher frequency than the processor and motherboard support?

There is a laptop. now there are 2 sticks of 4 GB DDR3 1333 MHz, it is possible to put 2 sticks of 8 GB each, but there is a frequency of 1600 MHz (the motherboard supports up to 16 GB, but with a frequency of 1333 MHz and the processor also works with RAM up to 1333 MHz). The question is whether these strips will start on the laptop. (not a specialist, but it seems like on a laptop. there is no way to change timings and RAM frequencies) ?? Yes, you can, the frequency indicated on the memory title is the maximum operating frequency.
it will work well at lower frequencies.
