Is it possible to put "active directory" on Windows 10 without Windows Server?

I have Windows 10 Pro 1903
The rest have Windows 10 Home 1809 (and higher)
Can I put an active directory on my computer so that it acts as a server and the rest connect to it on the local domain?
I installed all the active directory components on my machine, but for some reason it seems to me that without a full Windows Server I won't be able to make my PC a server (domain)
PS If not, is there any alternative to this method? So that the user enters the computer under the user
And so that I can remotely connect to all users

What are all the components?
If you are talking about snap-ins, then these are management tools, nothing more.
Server windows is distinguished by a set of additional programs and services. The main one is the domain controller.

To solve your problem "What would the user log into the computer under the user" is not necessary to have an Active Directory.
And of course you won't be able to run ADDS on Windows 10.
