Is it possible to put a stub on the site if it does not load?

The situation is this when trying to get to the site we see an error, check the entered address or Internet connection.
We ask the hoster - everything is ok from our side, see what you have with the site. We connect through the console, wait a long time, but still connected, do a restart of the server and the site is available, slowly, but still available.
And now the question arose whether it is possible to put a stub in such cases, and not when we get statuses 40 ... and 50 .., if so, how?

If you wait a long time even when connecting to the console, your server is overloaded. Check the load, the state of the database, maybe something needs to be optimized. You can increase the hoster's tariff - add resources....

A stub is the same part of your website, a separate section that is redirected to when some section of the site is unavailable. If the server is just lying down, no stub will work, because just the server will not be able to give it to the user.
Of course, there is an option to put a reverse proxy in front of the web server, which will redirect traffic to another server if the main server is down, but if it is down, then nothing will help.
