Is it possible to promote an app in the App Store through Apple Search Ads?

I started promoting my app in the App Store. The application is in English, to the west. In my case, the most and, in fact, the only effective promotion is for targeted queries using the Apple Search Ads service. But with regret I learned that this service has not been working in Russia since January 1, 2019 due to the "Google tax", etc. I have the very promotion to the world (not to Russia), but, as I understand it, doing it from Russia is hell. Who in the subject, advise, is it possible to bypass this somehow?
I read it, they write that it seems that the only way to get around is to use the services of intermediary services (appbooster, etc.) But they take their share from this, and through them it turns out more expensive. Can someone advise something?

What do you think the word promote in the App Store means? This term appeared in the context of website promotion and literally means movement (from the word move) in the search results ranking (in fact, this is the website ranking). At the same time, the site should offer high-quality content in a niche in which there are not many competitors. That is, we can talk about being in 5th or 10th place, for example. This allows you to have an influx of users from the search engine.
It doesn't work on the App Store. Hundreds and even thousands of apps come out every day, one "better" than the other. Even if the store suddenly features you out of pity on the first day of release for good design, then nothing else. The very next day, your application will drown in an endless stream of similar ones.
The only way to "promotion" in the mobile market is to buy traffic. If you pour money into traffic, then you have an influx of new users. As soon as you stop pouring, the flow stops.
In fact, this is advertising, and channels and methods are different. The price and quality of the user varies. But in any case, it costs money, nothing is free.
Of course, there is a chance that your application will become unique in its kind and will be included in the collections. Many well-known applications that are well-known started somewhere. But the chances of this are extremely small. One in a million. Usually every second person considers himself and his idea to be brilliant, but in reality only every millionth achieves success.
