Is it possible to programmatically see the voltage on the power supply of the laptop or see power errors?

There is a PSU for a laptop with variable voltage. from 12 to 24 volts several modes (manual switching). my laptop is 19 volts 4.7 amps.
In general, I bought it connected. All the rules were for six months.
Right now I turn it on for 5 seconds, all the rules then give a power error (the power and charging diodes are blinking). But at 20 volts everything works.
So I need to find out how much voltage comes to the mother board or whether there are power errors.

If the PSU constantly goes into protection or disruption of generation, then you won’t particularly measure the real voltage with a multimeter, then the oscilloscope will help and then in general the average voltage (although again it depends on the conditions).
In fact, between 19-20c there is no difference for a laptop, but judging by the symptoms of BP, it is strongly Chinese, most likely that with a drawdown from your 20s and a maximum of 18-17 comes out. In any case, this is already an incorrect operation of the PSU, so drag it to the service.
