Is it possible to program under ios on windows?

A lot of old articles write that you can’t do it without a virtual machine, but there were articles that you can do without it.
As things stand now, is it possible to build ios apps on windows? If not, what virtual machine for ios would you recommend?
To write a simple program, I need this , if this is what I need, then where can I download the emulator?

Download and install hackintosh or sell your soul and get a mac

You can try to use Xamarin, but this, of course, is a crutch)
