Is it possible to pop up a toast message from a background app in iOS?

There is an application that polls an external device via bluetooth. I would like to make it so that in the minimized state of the application, when a certain condition is triggered on the screen, an informational message with text / picture is displayed on top of another application and closes itself after a couple of seconds. I don't want to mess up the notification center. Is it possible to? Where it is possible to esteem/see similar implementations?
